Permitted works — no approval

Works That Do Not Require HDB Approval

Minor works that do not affect structure or essential building systems generally do not need pre-approval, but must still comply with noise restrictions and working hours.

  • Changing internal door leaves (not frames)

Works requiring permit

Works That Require Prior HDB Approval

Structural and service-affecting works must be submitted to HDB through an appointed contractor before works commence. Retrospective applications are generally not accepted.

  • Hacking or removing walls (structural or non-structural)
  • Relocating or adding electrical points beyond minor changes
  • Waterproofing works in wet areas
  • Installation or relocation of gas points
  • Adding floor loading (raised platforms, heavy features)
  • Modification to entrance door frame or position
Noise & hours

Working Hours and Noise Restrictions

HDB renovation noise restrictions are regulated by the National Environment Agency (NEA). Permitted hours differ for weekdays, Saturdays, and Sundays.

  • Weekdays: 9:00 am – 6:00 pm
  • Saturdays: 9:00 am – 1:00 pm
  • Sundays and Public Holidays: no renovation works
  • Hacking and drilling prohibited outside these hours
  • Total renovation period: 1 month (standard) to 3 months (extensive)

Changes That Are Never Permitted

Some alterations are banned outright under HDB regulations and cannot be approved under any circumstances, regardless of the flat type or ownership duration.

  • Removal of reinforced concrete (RC) walls or beams
  • Hacking the party wall shared with a neighbouring flat
  • Adding a mezzanine level or internal loft structure
  • Converting a bedroom into a kitchen or wet area
  • Enclosing the compulsory corridor or fire escape route
  • Unauthorised sub-division of a flat into separate units
